John Friberg, Esq.

John has served in multiple health care leadership roles. He joined Elliot Health System in 2007 as senior Vice President and General Counsel. During his tenure at The Elliot, John held a number of leadership positions in addition to his role as General Counsel, including Interim Chief Operating Officer and Interim Co-Chief Executive Officer. After the formation of SolutionHealth in 2018, John was appointed as Chief Legal Officer for the combined system, with responsibility for Legal, Risk Management, Claims Management, and Compliance, across the organization. Prior to joining Elliot Health System, he was a partner in the national law firm of Nixon Peabody, and an intelligence officer with the Central Intelligence Agency. In 2024, John was asked to serve as Interim Chief Executive Officer for SolutionHealth.

Greg Baxter, MD

President & CEO
Elliot Health System

Dr. Baxter was named President & CEO of Elliot Health System in 2017 after serving for 10 years as its Chief Medical Officer. He is a board-certified emergency medicine physician and has been with Elliot Health System since 2003 when he joined and led the emergency physician provider group, growing it to 17 physicians and 10 advanced care providers by 2008. At that time, he was named Vice President of Medical Affairs serving as a liaison to the medical staff, Elliot Board of Directors, and management. In 2009, Dr. Baxter was appointed Chief Medical Officer and served in this leadership role for nine years. In 2020, he took on the role of Chief Clinical Officer for SolutionHealth.  He received his BS in biology from Saint Michael’s College before receiving his MD from the University of Vermont College of Medicine.

Colin T. McHugh​

Colin joined Southern New Hampshire Health (SNHH) as President & Chief Executive Officer in 2022. Prior to this role, he was Senior Vice President and Chief Value Officer for SolutionHealth.  During this time, McHugh stepped in as interim president of SNHH, leading the organization through a leadership transition, the start of the COVID-19 pandemic, and the implementation of the Epic electronic medical record.  Prior to joining SolutionHealth, McHugh served in various executive leadership roles in integrated health care delivery and value-based payment models including Senior Vice President of Network Development and Contracting at MaineHealth, Interim President & CEO of Synernet, Inc. and Vice President of Provider Engagement and Contracting for Anthem Blue Cross and Blue Shield.  He holds a MA from the University of Connecticut and MBA from the University of New Hampshire.

Debra Dulac

Chief information Officer

Debra first joined the organization in 2017 initially serving as Chief Nursing Information Officer at Elliot Hospital, and later took on the role of leading the EpicONE implementation for Southern NH Health. She later served as Vice President of Applications, Clinical Informatics and Training for SolutionHealth. She assumed the Interim Chief Information Officer role last June. Debra brings an impressive background in health informatics, application technology and information systems leadership. Debra’s prior experience includes working in information system leadership positions with Vidant Health in North Carolina, The University of Vermont Medical Center in Vermont, and Dartmouth Health here in New Hampshire. She also brings clinical expertise as she spent nine years in nursing leadership positions during her time at Dartmouth.

Jason Elliott

Senior Vice President &
Chief Human Resources Officer 

Jason came to SolutionHealth in 2022 after serving as Vice President of Human Resources at WellSpan Health in Pennsylvania since 2017. In this role, he was responsible for direct leadership of 70 human resources professionals including all field-based human resources teams, talent acquisition, workforce development, labor relations and employee health and safety for this eight-hospital integrated delivery system. He brings a wealth of knowledge in human resources operations as well as culture transformation, employee engagement and system integration. Prior to joining WellSpan, Jason held senior human resources leadership roles at University Hospitals in Cleveland, Ohio and at Maine Health/Maine Medical Center in Portland, Maine.

Alisha Feightner, MPH

System Vice President, Access Center and Accountable Care Organization 

Alisha currently holds multiple roles serving as the Vice President for Operational Excellence at The Elliot and as the Vice President of the SolutionHealth Access Center, where she leads an evolving dynamic team focused on connecting patients with the care they need.  She also oversees the strategic management of SolutionHealth’s Accountable Care Organization (ACO) supporting the achievement of quality and financial performance objectives. She has a background in public health, evidence-based practice research, improvement science, and clinical outcomes information management. She is currently pursuing a Doctoral degree at Boston University. Across her endeavors, Alisha aims to cultivate a culture of continuous improvement and learning in a values-driven organization.

Dawn Fernald

Marketing & Communications 

Dawn joined SolutionHealth in 2020 with over 20 years of experience in the healthcare industry as an accomplished marketing and communications executive.  She has held senior leadership roles at hospitals in New Hampshire and Maine, most recently at Mass General Brigham’s Wentworth-Douglass Hospital in Dover, NH and brings expertise in marketing, communications, and consumer experience that focus on elevating brand, driving patient acquisition, and building patient loyalty.  She has extensive experience in managing change and crisis communication, launching innovative services and programs, and implementing cutting-edge campaigns. Thriving on challenges, change, and effective project management, she is passionate about discovering novel ways to engage and connect with patients and consumers.

Michael Turilli, MBA

Chief Financial Officer 

Mike joined Elliot Health System in 2018 as Chief Financial Officer (CFO) after serving in leadership roles at Cataldo Ambulance Service and Hallmark Health System in Massachusetts.  Although he briefly left The Elliot in 2021, he returned in 2022 and assumed the position of Senior Vice President & Chief Financial Officer for SolutionHealth in early 2023.

Mike brings more than 30 years of healthcare operations and finance expertise supported by an accomplished record of business transformation successes. In his current role, he oversees financial operations, supply chain and driving organizational performance across SolutionHealth. He holds a BS degree in Accounting and an MBA, both from Suffolk University in Boston, MA.
